济南2000台水空调三个月耗掉半个大明湖水量
　　大量采水将会影响地下水资源，一个抽水井需要更多回灌井才能平衡
　　近日，记者在山东省济南市周边采访中发现，当地不少居民为了防暑降温，在室内安装使用了一种叫“水空调”的节能产品。但记者调查发现，在表面上看起来环保、节能的消暑理念，在使用中却暗藏巨大的水资源浪费。
　　“这种‘水空调’其工作原理就是把地下水抽上来，输送到水空调机中，经过风机盘管来达到制冷目的后，水经管道排掉。而水空调的售价仅相当于普通空调的三分之一，且更为省电，开一天一宿才用2元~3元的电费，制冷效果也非常理想。”一位使用水空调的居民向记者介绍，只需在自家房前打个井就能免费使用地下水，排出的水还能供周边商店、餐馆冰镇啤酒、西瓜等。
　　记者在一位水空调用户家中了解到，一台水空调每分钟耗水35斤，每小时耗水1吨多。按一天开10个小时，一个夏天开3个月，记者进行了初步计算，一台水空调就要耗水900吨。而据水空调产品经销商们透露，济南周边的“水空调”数量不下2000台。如果一个夏天有2000台水空调在使用的话，耗水就高达180万吨。按济南大明湖容积120万立方米(合120万吨)计算，2000台水空调一个夏天要耗掉180万立方米水，相当于济南大明湖一个半的容量。
　　济南市水利局水政监察支队负责人告诉记者，对于“水空调”浪费水的情况他们也有所了解，但按照规定只对济南市区城市公共供水管网覆盖范围以内进行监管，对私自打井乱采地表水的有权作出处理决定。而供水管网覆盖范围以外的还没有明确的规定。该负责人还表示，根据掌握的情况，这些“水空调”用户基本上处在城乡接合部，属于供水管网覆盖范围以外。这种水空调的正确使用方法是同时打两个水井，一个取水，一个回灌，但用户为了省下打井的钱，就只打一个水井，这样一来，排出的水只有白白地流掉。“尽管国家、省、市出台了相关的法律法规，但在计划用水、节约用水等方面仍存在规定不详细、操作性不强等问题。就济南市而言，亟须出台相关政策，扩大用水监管的范围和区域，以加强水资源的统一管理、开发与保护，促进水资源的优化配置与高效利用。”
　　“如此大量采水将会对地下水资源产生很大的影响。”济南大学资源与环境学院水文水资源工程教授刑立亭说，地质结构的不同，地表水回灌地下水也不一样，有些地方一个抽水井需要两三个甚至更多回灌井才能平衡。如果将用过的水全部排掉，而没有加以回收利用，势必造成水资源的严重浪费，如果地表有垃圾，即使采用地表水回灌，也肯定会对地下水带来影响。(记者丛民 通讯员卢明)
