为了准备即将到来的TD-LTE项目，爱立信西区SDU组织相关人员起草本基站实施项目管理流程。
其主要侧重于项目管理的组织及相关项目成员的职责定义，以及项目沟通计划。
另外也明确定义项目所需的基站信息的更新流程及要求，以及更新频率。
项目组织结构及职责定义
项目决策机构及Core3
项目决策组（Project
Steering Group）
通常项目决策组由Account Director，KAM，Region Service Delivery Head，Solution Head及其他关键的项目影响者组成。
提供项目需要满足的公司策略要求，并监控项目是在公司政策范围内进行实施。
在项目实施过程中，充当变更控制小组的角色，讨论并批准或拒绝项目实施过程中的变更申请。
项目发起人（Sponsor）
通常项目发起人由相应的KAM承担
项目发起人对项目的整体结果负责。
项目发起人是本项目的主要风险承担者，基于对项目各个TG的评估，根据是否满足公司的策略及方向，批复或拒绝项目的是否向下进行。
批复项目说明书
在TD2，TD4，TG5时候，决定项目是否向前执行。
根据项目的进度，组织项目决策组讨论项目实施所需要的决定。比如：
在预算批复及能力培养及供应商的选择方面。
在资源分配方面
在决定是否项目需要继续进行或终止方面。
决定是否通过项目的变更，以及批复变更后更新的项目说明书。
根据项目需，安排并组织项目决策组会议。
批复项目结束，并宣布项目关闭。
Core 3 需要承担全力支持项目组的项目实施过程
讨论并支持并解决项目中遇到的问题。
若实施方案变更，需通过Core3讨论抉择，并上升到Sponsor以及项目抉择组进行讨论抉择。
支持项目经理由于项目变更而取得客户的同意。
变更引起的商务变更，与客户谈判。
获得公司批复并补订由于项目变更引起的变更物料。
维护客户各层面的关系，以支持项目的顺利实施。
通常ACR有Account Manager承担.
通常CFR由APM承担，有时也可由CPM承担.
通常对于软硬件部分CSR由Account 团队中的TSS承担，对于服务部分由，有相应的SAM承担。
总项目经理(TPM)
通常TPM由有丰富项目经验的CPM承担.
TPM负责管理项目实施，最终满足批复的项目范围，时间，费用及质量
识别并分析项目干系人，并关注他们对项目的影响力，如果有必要，将其纳入相应的沟通计划层面。
监控项目的进度及结果，关注并满足客户及项目干系人的需求及优先级。
搭建项目组织结构，保证合适的能力及经验的人员放在合适的位置，满足项目需求。
起草项目说明书，并得到项目发起人的批复。
规划项目范围，工期，预算及质量，搭建项目沟通计划
提请项目人员需求，并在RM的支持下完成人员采购计划。
监控项目实施情况，并根据项目沟通计划及时与项目干系人进行沟通，并取得支持。
组织讨论MS Review，并提请TG review会议，并得到Sponsor的批复。
分析项目实施过程中的项目变更，并提交项目变更小组讨论批复。
规划及监控项目风险，并制定风险应对计划。
发起并收集客户项目评估报告，以保证项目实施质量。
推动客户在项目实施到一定阶段后，组织验收，并知会启动相应的收款流程。
发起项目移交给内部支持部及客户维护部门，进行运行维护。
根据项目实施情况，在Sponsor的批复下，按项目周期关闭项目。

根据TD-LTE项目的大型规模（大于1000个ENB），搭建以上组织结构，如果项目规模相对较小，可以相应简化本组织结构，如没有核心网，则不用设置核心网分项目经理及相应项目成员。
同时根据项目大小，部分位置可以进行人员复用，比如TPL可以担任其中一分项目经理；总的技术组长（Technical TL）可由 NRO TL或其他TL兼任等；两个无线工程TL（NRO TL）可以复用等。
各分项目经理在总项目经理的统一协调下工作，并相互之间进行沟通支持，满足整体项目的要求。
