农村信用社卡往邮政储蓄银行转账，是需要收取手续费的，标准如下：农村信用社转账手续费：1、同地异行：每笔2元2、异地同行转账费用：交易额的0.5%(最低2元，最高50元)3、异地异行转账费用：每笔2元 交易金额的1%。4、异地柜台取款是要收0.2%-0.5%的手续费，不满1元按1元收取存/取款手续费最高20-50元。农村信用跨行转账按时间1、选择快速到账，一般为实时到账，延迟不超过2小时；2、跨行交易因为要通过双方银行柜台进行业务**，一般要一至三个工作日才能到账；3、如果是周五晚上转的帐，最早下周一到账，最迟周三到账；4、周一到周五白天下午三点前转账基本能当天到对方银行，但对方银行是否及时入账决定到账实际时间。
